Have you checked the permissions and sharing are the same as the file iisstart.htm?

Just to check, depending on the browser etc. it can be case sensitive so make sure it matches the target file.

Apart from that I can only think it is something to do with having multiple users on the PC including an admin user. If the "index.htm" file you created has the same parameters as the iisstart.htm file, I cannot see why it doesnt work.
The logging files for IIS are in C:\windows\\system32\Logfiles\ - I have a subdirectory called HTTPERR

Just tried again with the same result. Not authorised.
I have the same path for the logging file.
Having looked at everything to do with permissions this morning I too am coming to the conclusions it is something to do with multiple users. I even removed my basic user account from the permissions but it didn't make any difference.
The last alternative I can see is to remove both basic accounts and see if it will run from the administrator account.

So the good news is I can now type localhost/Top.html and get into the system.
The bad news is is will still NOT display any pictures that require Flash.
For example -Suspension then Front Suspension.....
Front Wheel Alignment with not show anything except the Flash logo
BUT
Front Suspension Components will show the diagram.
This is as per the CD rom BUT has the added benefit of being easier to use this way than keep getting out the CD.

It Works
I have consistently used Internet Explorer but just decided to see what would happen if I used Google Chrome Browser Instead.
I have only selected a couple of items but they now have diagrams and pictures rather than the F Adobe logo.
