Noob question...

On the back of the rear seats on Gen 3's.

Parts guide calls it STOPPER BAND.  

Was there original accessories that mounted to this grommet, retaining straps perhaps?

Check the underside of the rear seat squab, I believe you'll find a strap that hooks into them.

Ahhhh, yes. I never noticed the straps tucked into the underside of the seat bottoms.
