Hi,
It's difficult to determine from a photo if that's a lot of flaky underbody protect / paint on top of rusty but sound metal, or it's a crumbling mess.
You needed to have a poke with a screwdriver which is difficult if you don't own the car, but it's always worth asking if you can.
The garage from which I purchased ours was very accommodating, even putting it on the four post lift so I could inspect any rust patches, very honest bunch of people.
I don't know the cost to fix it, but you are better avoiding and finding better if you have any doubts.
All the bestMike
