The vacuum comes through the wheel bearing area, so that side of the hub needs to be clear as well.

The air passages go around and through the wheel bearing.

What Martin means is that there is too much grease around the wheel bearing blocking the passage.

Jack up that side.
Take off the hub and the wheel.

There are two rubber pipes going to the hub carrier. One applies vacuum to engage, the other applies vacuum to disengage. (actually air goes through the other pipe to push the hub over)

Pull off the first pipe.  Now try and blow/suck through the spigot on the hub carrier.  If you can, it isn't blocked, (you should hear the air coming through the hub if you use an airline) Put the pipe back.

Pull off the second pipe.  Now try and blow/suck through the spigot on the hub carrier.  If you can, it isn't blocked, (you should hear the air coming through the hub if you use an airline) Put the pipe back.

When the passages inside the hub are clear it should work.

The other possibility is that the rubber pipes are crossed over.

Put everything back together, leave the wheel jacked up.

Start the engine, give it a few seconds to build vacuum in the tank and engage 4wd.
The hubs will go Clickclick as they engage. Wait a few seconds and engage 2WD, the hubs go Clackclack as they dis-engage and hit the magnets.

Wait a few seconds and engage 4WD again (Clickclick) Leave it in 4wd, neutral, engine running, handbrake on.
Try and rotate the wheel that is off the floor, if it goes all the way round, one of the hubs is backwards, probably the one you identified- swap the pipes over, and repeat the test- it should work now if that was the problem.

If the wheel just rocks a small amount the hubs are both engaged.

A final possibility is that the seal flange on the hub nut is damaged, because someone used a chisel to undo the nut, rather than the tool. This will be obvious on inspection.

If it suddenly breaks, go back to the last thing that you did before it broke and start looking there :)
