Just replace it - if the fins are falling out you've lost cooling surface area, and run the risk of overheating the engine, and that's the last thing you want to have happen.

A engine with a functioning harmonic balancer will run noticeably more smoothly than one with a failed h.b.
That bit of rubber in the centre of the crank pulley is actively performing a critical function when the engine is running, which is also why that bit of rubber tends to fail. Turning kinetic energy into heat energy thousands of times a minute is hard work.
