i checked the bulbs and they seem ok ,the flasher seems ok as the front indicators are working, the hazrard lights are working all ok , so not sure what to check next, is it likely the bulbs are faulty even tho the filament looks ok?

If you don't have the tools to test the bulbs, then replacing them, at least one, will be the least expensive way to find out.

there are differences between markets and models wether the blinkers are down in the bumper or up on the C-pillar.
Do the other lights in the same lamp work? If your blinkers are placed down low, do the other lights in the same cluster work?
If not there might be a grounding problem for the cluster. Follow the wiring loom towards the chassi and see if there is proper connection to ground.
Also often the wiring for the trailer plug is done badly and can cause problems if it isnt one of the proper plug in loom type.
