Best thing to do is to grind the bolt flush, centre punch the centre, drill all the way through with a good quality drill bit, (NOT THE B&Q RUBBISH) Then use a long bolt all the way through with a nyloc nut. Do this both sides as if it is to shear in the future its a simple knock it out job to replace.

The brackets will take the stress out of the lower bush if you have a lift, they also add an extra 1.5" length to the shock.

they can be hard to drill , if you can weld weld a nut or bar onto what is left and just unscrew it .
i would recommend then drilling out and bolting right through

The drill bit you need is a HSS bit, not sure on size though. Take it steady though don't have the drill too fast.

Black Jimny's don't get stuck!

If you want to use the bolt through method its a 12mm drill bit , take it nice and slow with plenty of cutting oil or it will just burn up or chip the cutting face
