To be honest, there are pages and pages of discussions on this on Difflock. The Law regarding it really isnt worth the paper.. It only applies to new cars (stopping the manufactorer fitting pedestrian unfriendly steel.

Its illegal to manufacture one with a purpose of fitting it to a road vehicle I understand, but if its already fitted, its fine !!!

So as long as the person who makes it didnt intend it to be put on a vehicle and "som!one" in the past fitted it.. its ok ....
