Never said they were the same just said it goes without saying in terms of having a bull bar on the front? I know I know I should have said uprated shocks AND springs in my original post no need to get your knickers in a twist

Not, it does not work like that. Springs are one thing. Shocks another.
Standard Jimny springs are made for vehicle as it is. But this does not mean that you'll not benefit from getting better shocks.

Had a 2 inch suspension lift and an inch body lift running on 30x9.5 tyres. Only thing it lacked was gearing :laugh:

ohh great! my jimny has also a 2 inch lift, i hope the arb bumper doesnt lower too much the front

Before I comment more on your question, let me apologize for the original weight I gave. TomDK is correct that 65 Kg is the weight I was given for the bumper with a winch. I guess that number was stuck in my mind as the greater weight increase. The weight I was given for the bumper alone was 45 Kg. The quote was given by the only dealer here that is authorized by ARB to sell their products. If you were told 23 Kg and Tom was told 30 – 35 Kg by a dealer, then there seems to be some disconnect. As I have seen this question on several forums before, it would be a real benefit to this community if you actually weigh the bumper if you purchase one.
Now to your last comment; The short answer is that your front will sag. I would still apply Busta’s comment to the 45 Kg (if correct). That is a relatively large amount of weight to add to a Jimny. That doesn’t mean my advice would be not to do it. As all things related to modifying a Jimny, decide how you want to use it and what the best configuration is for that use. As I stated, the ARB bumper is good looking and has a superb reputation. My only advice would be that, if you do decide on the ARB bar, be prepared to modify the suspension. Listen to what TomDK wrote. He has a lot of good information through research and hands-on experience.
Lastly, since I don’t think it was answered, don’t worry about fuel economy. My total weight increase in bumpers (front and rear) is greater than the ARB front alone. I saw no noticeable impact on my mileage.

What brand is your lift? That'll give a fair idea if it will sag or not.
