The car is black and silver main colour code on the VIN plate is ZJ3 with sub code C39. I am assuming C39 is the bumper colour but it's not recognised on the paint web sites. Any ideas?

I couldn't say without looking through chip sets, but is there a car paint factors anywhere near you? If you take your car down they'll be able to match it for you.
Sometimes the second colour code on a two toned car just refers you back to another colour, if that makes sense. Ie. C39 may equal SJ4 (just an example).

Mine has paint code ZJ3 C19
However the bumpers do look slightly matt up to the bodywork.
Would you know if this is because:
it's a different colour?
its a matt laquer?
because it's on plastic it looks different?
Thanks - Micky
