When people fit H/D steel bumpers to there motors, are they bolted on or welded?

i think the brackets for the bumpers are welded on, then the bumpers bolted on, theres no strong mounts on a jimny to bolt on and thing. my fronts welded on. my rears bolted on through the rear chassis legs

you usually have to cut off the bumper crumple mounts, weld on new brackets, and then the bumper bolts onto the brakets
