Hmm. There was a time not that long ago when it was possible to for a weekend drive and spend 90pc of the time on unsurfaced roads that joined up in a network that could almost have you get from Patley Bridge to Leyburn. Now that same route is 90pc tarmac

That said, I'm also a firm believer that it is the responsibility of the councils to put up clear signage, the same as they should for any other road. So if you get to a byway and it doesn't say anything, you should assume it is fine to use, same as you would with any paved road.
This is the stance I now take. I check definitive maps for legality and to find new lanes (Norfolk County Council has a pretty good interactive rights of way map, I wish more councils would do the same). But when it comes to TROs and such, if there's not a clear sign telling me the lane is closed I use it. The councils should be the ones doing the admin, not us.

No, they didn't shut the lanes. Also they wer very vocal about what they wanted to achieve. But the NERC act went through anyway and the rest has become history. But they did what they could with what they had.
