Looking at yakuza's photo, it is probably just a loose fitting shroud over the air inlet pipe to keep water splashes out, and there will be tangs on the cap that locate over a rim on the spigot to keep it on.
Probably the cost saving in losing the rubber pipe justified re-tooling the part.
