I never noticed one on my Gen 3- I wouldn't have if it was under the wing, but there is one clearly visible on the Gen 4.
They are called Helmholz resonators, and their job is to control pressure wave harmonics- they prevent the pressure waves moving outwards stopping air getting in, by giving them a volume to expand into. Sound reduction is a secondary function.
Removing it may give a noticeable lack of power at higher RPM.

I don't know, it is way over my paygrade too. The one on the Gen4 is where you'd expect- between the throttle body and the air filter, but if the one on the Gen3 is before the air filter, yet it makes a difference to the induction noise, then it must be doing something with those pressure waves and they are going through the filter.
I'd be inclined to remove it if I needed to and see if I noticed any difference, any loss of power/economy might not show up with the way I drive it.
The one on the Gen4 is quite small too, intuitively I'd expect something a lot larger if we are dealing with sound waves- the valves are only opening at 200Hz maximum.
