Living in Norway this practice seems very odd to me.

Here i pay approx 460 GBP a year fully insured for 10000km.
But no mods are possible so insure, only "extras" up to 3500 are included.

Wouldnt it be better to leave the mods uninsured like here?

Not declaring mods (like suspension) would probably invalidate your insurance and if you were involved in an accident they might refuse to pay out.  Not declaring an engine size change would almost certainly make your insurance void and might change your Vehicle Excise Duty band.

I understand that this would happen in the UK but not here. Only if the mod or any lack of compliance to the MOT or technical fault that would be considered directly causing the accident, then I would get a reduction in the pay-out and only based on a police report or other official paper saying the mod was to blame.
If my car were to have an accident and be a total write off, I would get compensation as an original list price Jimny. Only if I was lucky, any extras may be covered in addition if I could prove their worth up to a combined sum of 50000NOK or 3500 GBP. If my Jimnmy was made of gold and be worth more than a regular one I would have to get a special insurance for the mods.

My lift is registered and approved by the dept of motor vehicles and stated in the papers for the car. But the insurance have no idea it is there and they do not need to / want to know.

As far as I know only the british insurance have this odd practice.
Must cost more to administrate and handle for the insurance companies than the money they save from getting paid more from their customers.
