If by interchange you mean swap left & right, then the answer is no, part numbers are different, and the internal mechanisms of the reel will be different.
That said, it MAY be possible to convert a left into a right (and vice versa) - there is a "ball in a saucer" assembly that it might be possible to swap over.
Be very careful if you open the reels, if the retract spring gets away from you, it's not easy to reassemble, and be even more careful if it's an airbag equipped vehicle, many of those have seat belt pretensioners, which like the airbags are explosive devices that can be triggered by improper handling - if there is no electrical connector on the reel, there is no pretensioner.
