I think the only thing to add is that not all tyres actually measure what the mathematical size should be. My old bfg urban terrain were accurate to the size they were supposed to be, my factory Bridgestone are about 5 to 7mm under the diameter and about 10mm under the width, whilst my renegade at5's are about 10 mm under diameter but about 5mm over width. This will only get worse if you use a remould tyre.

US website tirerack.com has precise height/circumference measures, along with weights, for most every type and size of tyre. You might be surprised at how much heavier a 16" rim/tyre combo is than a 15".
