blue with cage on the back of a lorry Tow Law

I only saw it very briefly I think it was a tray back with a cage, it was on the back of a lorry with what looked like a large tracked barrow and it was parked on the main Street today.

did it look like this by anychance?

It could be, I was driving down the street and the lorry was parked up and it was behind the cab and I only got a glance of it as I drove by.
