It is possible for it to appear to lock when off the car and then not lock on the car as there may be too much drag for it to slide on the splined shaft or other reasons. I've had it.
Have you cleaned the hubs out? If not, open them up and spray a bit of WD40 in them to free them up and clear out some grease if they are over greased.
I'm convinced you have not snapped a shaft or anything like that. You'd know if the CV was gone as you'd hear it, and I doubt you would have enough grip in your tyres to snap a shaft.

The state of the hub is erelavent mate, the fact is that the splined drive shaft doesn't turn when the prop shaft does.
Not necessarily mate. If the hub on the other side is not locked you could spin the prop and the motion will spin through the diff and out through the freewheeling hub on the other side. So the splined shaft on your side won't turn.
Also, if the hub on the side you think is ok does lock ok and you jack up just that wheel and spin it, the prop would not spin as the motion would be sent through the diff and spin the bit of the broken shaft in the diff rather than the prop.
If the shaft is broken on the side you think it is and the other sides hub is locking ok, when you jack up just the wheel on the other side to the broken shaft you would be reliant on the friction between the 2 broken parts to be greater than the energy needed to turn the prop. If the vehicle's gearbox is in neutral that's not alot. So why does it not work in the same way on the side you think the shaft is broken on and cause the prop to spin.
I think that makes sense. It does in my head and I still think it's not a broken shaft.
Did you change the hubs cos ur old ones didn't lock or can you pop them on to try?

With the car in 4x4 and one wheel jacked up the wheel just spins, ( this is due to jimnys having an open diff)
I fitted both then jacked the front up in the centre.
Try to turn both wheels at same time and they won't move! Great I now know both hubs are locked and all drive shafts are intact!
My suggestion is get rid of the vacum hubs ( make sure u select 4wd before u break the seal)
Once you know for sure that both wheels are locked on the axle then jack central as described and turn both wheels in the same direction. If one or both turn independent of the front prop then u have a major problem!
Pm me if u want a chat.
