31's Wheels on road vehicle - what is needed?

So as a newbie to Jims what is the min I have to do to fit 31's and still keep it safe of road? And what rims size would I need? should I buy fat boys or narrow rims?
Also what kit to buy and where to get it from

Purely for on-road use?
I'd never put on 31" tyres. They do nothing good for road handling, and that little engine's gonna struggle to get over even the slightest speed bump.
215/235 non-remoulds would be max size in my opinion, for onroad use only.
