After mounting the brackets, it's rubbing much harder and the shock body is well "shaved" down do bare metal:

Shocks are Pro Comp ES1000. What's the solution ? Panhard relocation bracket such as the one below ?
Adjustable Panhard ? more fiddling with the brackets ?

what lift do you have you may need correction arms to roll the axle back (diff down at the prop end )and then it may clear

I haven't checked the shock diameter yet, will do that. There aren't too many washers axle-side (1 or 2 if I remember correctly), the shock wouldn't fit at all with too many washers.
The car has a 2" suspension lift and a 1" body lift. Shouldn't have to correct it, especially since it's at the rear end...

just because its at the back doesn't mean the castor cant be out. its only more necessary on the front as it is a big cause of wobble (like a shopping cart wheels) if its out and the rear doesn't steer so its not usually needed. but id say that's what your problem is the axle has tipped pushing your shock mounts further back so they are closer to the pan hard. adding the extra bits of metal of the relocating bracket has just made then further out so now they really hit.
