Dave from Bits 4 Vitz has a good way of getting the number plate and light up from the bumper - his is fitted to Stealth though -

Cant be too difficult to do the same with a jimny, but instead of having the lamp under the handle, just have a number plate light above it. Think a few people already have theres mounted in a similar way
As for mounting it to the spare wheel, my brain would be thinking - extend the bolts on the carrier and use them with a couple of wing nuts to hold the plate on, and then just have a number plate light above the plate. A good root round any scrappy will result in suitable water proof connectors, and drill a hole behind the carrier and use a rubber gommet. The carrier would protect the hole and the grommet would be a belt and braces job!!

I have a vinyl (cheap) spare wheel cover with a thin foot square sheet of ply inside the centre that a square rear no. plate is bolted to with yellow plastic no. plate bolts and above it screwed to the ply through the cover is a cheap no. plate light.
I used the original wires up through the floor, cut a hole out of the metal ridge at the bottom of the door that the seal pushes over and ran the wires through that with a rubber gromit, took a turn round the door gas strut and up behind and over the top of the spare wheel to the light inside the cover with bullet connectors.
Quick, hassle free and quick to disconnect if you need to take the spare off.
I have a second original plate on the ORA rear bumper but the spare blocks the view of it.
