They 'should' be. Over here it's an ADR number (or an equivalent), but the Chinese man making them can put whatever he likes on them and sell them under some random name on AliExpress. They'll pass muster at a glance but who knows what standards they'll meet.

Headlights should be ‘E’ marked for use on UK roads, you might want to check that any aftermarket ones are before purchasing.
