Your half right.
Locking the hubs locks them to the front driveshafts and prop. Therefore they will now be turning all the time when you are moving. This will increase fuel consumption and slightly stiffen the steering.
However the transfer box controls whether the front prop is connected to anything. Therefore in 2WD the front prop is still disconnected (despite turing because the front wheels are locked and turning) therefore wind up doesn't occur.
When you select 4WD the system is all locked together and yes, wind up will occur if the surface is not slippery enough

when i take the hubs off, are they liable to fall apart? lots of little clips and springs etc or are they quite safe, they look so in the photo?

easy to do ... Just did ours as the vac system failed this year and I havnt got around to fitting the manual hubs yet.
just undo the 6 bolts and take the hub off ... then with finger .. lock the inner into the splines in the outer and refit. 10 min job each side.
No bits to fall out either.

i guess the real question is "is the vacuum system up for the task" .. the answer is generally no.
seals perish and its easy to block the filters on the actuators.. all these go towards the vacuum system failing.
Many people opt for manual hubs.. sure you have to get out and lock them manually, but you know they are locked and are not relying on listening for that telltale "Ping" and the 4x4 light on the dash.
As Martin documented, you can lock the front hubs and just use the Transfer lever to select between 2 wheel drive and 4 wheel drive. This does add drag on the car as you are turning the front drive shafts, diff and front prop shaft....
I have manual hubs but I need to overhaul them, so the easiest way for me to keep the Jimny working was to Lock the front Hubs and ignore the flashing 4x4 warning light because I know 100% that when I select 4x4, it really is sending drive to all wheels.
