Yokohama Geolanders, Sony head unit, NAUTILUS Air Horn, DRL conversion, Rear cargo space, Elvis Bobblehead, transfer Guard, Indian hanging Elephant, Koni Heavy track dampers, Custom SS exhaust, Voodoo Doll, Adventure Rack with LED ight bar, vintage ERIBA caravan usually attached (yes it's slow)

Is it standard or modified?
In any case I would start with a full service, oils, plugs and filters. Also check the brakes are free on each wheel.
My standard 2009 over my ownership average is 36.2 mpg,

mine is getting about that but i have a 2" suspension lift and 5 x steel rims with 215 BRG A/T fitted

I can get fuel consumption that high but I have to be at full train weight to achieve it. Normally my consumption is in the middle 30s. As well as the above suggestions check your tyre pressure isn't monstrously low.

My fully modified, seriously overweight Jimny with 32 inch tyres, cage, winch, front and rear steel bumpers and SJ transfer box with 6:1 gears does around 18 mpg

Binding brakes would be my first call..... on a standard car. Then blocked catalyst....
