I'm in greece, this law is absurd, requires lights on during daytime from manufacturers? the success of the jimny in europe probably led to its prohibition, european cars are money pits & very expensive
Thankfully we have had this law here in Norway since the eighties. Remember that most of northern europe have almost no sun, and there is no daylight at all during the winter in the most northern parts. I am also sure that this is a contributing factor as to why there is less accidents and less traffic deaths here in Norway than in the rest of europe and actually the lowest numbers for deaths per vehicle in the world.

It is however a small problem now that most new cars have lights more designed for their acting part as a space ship in a science fiction movie, and less design is put into to lighting up the road without blinding other cars.

The main problem with DRLs, except for idiots using them instead of headlights at dusk and dazzling everyone, is that older cars and cyclists don't generally have them.  If I'm driving the gen3, I assume I am invisible in daytime because people have become used to looking for the DRLs, not the cars.

Much as I despise drls in general I am beginning to consider wiring up my fogs for dual purpose use either that or fitting a low power light in the bonnet scoop, because being dark grey it really is like an invisibility cloak especially at this time of year.

I should imagine the biggest factor here is the low population, low volume of vehicles and relatively large land mass, giving a low population density.

As you see from the statistics we got one car each, driving around at high speed as the nearest police is miles away, not expecting to meet anyone around the bend as we are here alone most of the time.
And every car has had the lights on since 1985 so we expect to see the next car from far off too.
So if that one guy comes with no headlights....

But no, even in Oslo, wich is not big compared to London but a large town of one million people, "no one" dies in the traffic there either. 
Not sure but i think most accidents with deaths is in the less densily populated areas.
