My MOT man always used to fail mine as it covered the number plate so I ended up taking it off for the test then putting it back on.
I eventually moved the number plate on to the spare wheel (with lamp)
I started off high and worked my way down ever since

It's a very mute point but these days a lot of MOT places are getting stricter because if they don't it comes back on them.
I've no problem with the tester as he always rings up if there is a problem and the first time this came up he rang and asked for permission to unbolt it.
He didn't fail it offhand.
Of course if you have a removable ball it's no problem
