This appears to me, to be a "replacement" for the "chain replacement" TSB, a way for the dealers to tell the customer "the noise is normal, they all do it, please take your car and go away."

Look at "Fig2" in the diagram (and please notice there is no "Fig1"), and you'll see that they reference the noise at 2000 rpm.

What I'm curious about is that they claim the noise was present on the SN413s, and I haven't heard about that before.

My 2011 manual never did that. It claims to be from Suzuki South Africa and to us via the Philippines and Facebook. I wonder if it's an internal market decision rather than a global Suzuki decision?
