Yes if you are have fitted manual hubs. It keeps enough vacuum to snap the hubs from one side to the other, I wouldn't like to guarantee operation of the vacuum hubs without it though.

If it suddenly breaks, go back to the last thing that you did before it broke and start looking there :)

Then you can remove all the air solenoids and pipework from under the battery, join the vacuum switch wires together so the 4wd light works, remove the airtank and cap the vacuum port at the inlet manifold.
Put everything in the same box as the vacuum hubs in case you sell the car to someone who expects it to have the original parts.
