This isn't always the case, you couldn't hear my hubs engaging at the weekend but all 4 wheels were being driven (well at least they were when I got bottomed out and couldn't move!).
If you can hear it then all is good, if you can't it is not always the case that they aren't working.
Its worth mentioning if you are driving the car on a slippy surface such as gravel or even a wet road then the steering won't feel much different in 4WDL

when you say you can't hear your hubs engaging are you sure that there not stuck engaged all the time thats why you can't hear them ????

Mine sounded like they were engaging and disengaging but were stuck!.
Black Jimny's don't get stuck!

You can here the vacuum pump whir and maybe a very quiet clicking but certainly not a "clack-clack" that you would be able to hear from the cabin, and nothing you would notice above the engine noise if you didn't know what to listen for (which to be fair I don't).
They maybe stuck on, but we listened to 2 other cars whilst we were there (wagtail) and none of them made a loud noise, maybe because they had already been engaged a while?
I do need to check mine though!

my personal opinion of the standard jimny hubs is throw them at next doors dog & fit some manual hubs at least you know that they will work when you need them
