Have you checked out balance beads? They are loose BB sort of idea that dynamically balance the tyres once rotating. It's also worth noting that some Jimmy wheels will give a different balance reading each time they are put on a machine. This is because they should be mounted using the stud holes instead of the centre bore but not every garage will be able or inclined to do that.
