if you want to make a vaccum formed one you can always make a vacum table., all it is, is a box and one side the working area portion has lots of little holes in it, and the box is hooked up to a vaccum, (DIY ones just use a vaccum cleaner / hoover if its not to large(the table)) real ones use a pump to remove the air from the box.

on top of the working surface, you place your plastic former, so an example would be a nice smooth proably painted wooden form of half of your snorkle,
You place that on top of your table, heat a sheet of ABS or simmilar thermo plastic, in the oven and heat till its flexible, then drape it over your vaccume table, makeing sure all holes get covered or it wont create a vaccum, streach the plastic if you needed then turn the vac/hoover on and it will suck the plastic down over your form, creating what your form looks like but slightly thicker,

then you wait till it cools pop it off cut it down and repeat on the form for the opposite half.
