As I understand it:

1. Vehicle manufacturers are not allowed to supply them any more.
2. After market suppliers are allowed to supply them for personal fit to vehicles up to 2007.
3. Vehicles newer than 2007 cannot have anything fitted that interferes with the manufacturers crash prevention.
4. Vehicles newer than 2007 that require winches etc. have to obtain a recovery certificate/licence.

This is not necessarily fact, just what I believe.

Just been browsing on the Cobra's website and they claim they have EU certification for their bars
- seems like a useful site as it includes all of the PDFs of how to install their side steps and front bars etc
