He's a coward, a bully, and mentally deficient. The sentence was far too lenient. You can shout and rage if you feel aggrieved, but you cross a social-responsibility line when you physically assault someone. He should ask his GP to refer him to a professional.

Mostly I was just a little shocked when this showed up in the news. Growing up in the U.S., I am used to seeing people fighting police and police fighting people constantly in the news. I think the impression of the UK that most people from the U.S. have is that it is an extremely peaceful nation where the police don't even normally carry firearms. This was a surprise to me.

That used to be the case but increasingly with influences from beyond our borders be they cultural exposure or physical movement the UK is changing. What my parents now in their 70s considered normal and accepted behaviour is entirely different for my generation in our 40s and it's different again for those in their 20s. It is inevitable that as attitudes towards authority change cases like the above become more common. That doesn't make it right though.
