I thought that if there was too much noise from full lock the relief valve had issues or the end stop was off. With a good working system there is no noise. I got no noise from my suzukis but the old VW has been a bit noisy.
simple relief valves (in general) seldom oscillates, they just let out and adjusts and adapt to the flow and pressure as the fluids dampen movement. 

Next time you hear it, get a friend to hold the wheel at full lock and listen to the pump, you will hear if the noise comes from the pump. (use a wooden stick to transfere and isolate the noise from the pump towards your ear. one end of the stick at the pump, and other end you listen to)

Norway 2005 Jimny M16A VVT, 235 BFG MT, 2" Trailmaster, ARB rear lck, 17%/87% high/low gears.

Well, aside from that the general consensus seems to be that it's fine to park with the steering on lock.
