More than likely the spacers themselves I would imagine. Are they hub centric? Were the spacers nice and flat? Sit correctly on hub and wheel? Mating surfaces cleaned and prepared so everything goes together nicely?

What he said.

Wheel spacers especially cheap ones are way more hassle than they're worth.

What do you mean by wheel wobble? The steering wheel or the road wheels?

If you mean the steering wheel, look up Death Wobble on this forum.
