Yes you need to take the actual valve off and I have then given them a bath in brake clean. Also the gasket will have to be replaced as they never come off cleanly.

Cheap oven cleaner aerosol mousse from poundstretcher! Its about £2 for a big tin (the orange one).
Spray in, topping the foam up at 5 minute intervals for about 1/2 hour then rinse out with water.

I regularly have to clean out EGR valves and this stuff works far better than brake cleaner/thinners/petrol/alloy wheel cleaner. And its cheaper, LOL!
