Bull bars as a device to fend off body damage are not legal but as a place to mount a winch then that would be legal. However, some, many, lots of insurance companies will either not cover it or charge a large fortune to provide cover.

I think you will find they are legal as an aftermarket product just not legal as original fitment. :)

This document provides
general guidance and advice on the legislative requirements in Great
Britain relating to bull bars fitted to vehicles.
General Requirements
It is not illegal for vehicles to be fitted with
bull bars, although the Department would not
recommend their fitment unless it has been shown, through compliance with specified safety
standards, that they do not pose an additional
risk of injury to pedestrians or other vulnerable road users.
There are no plans for legislation to require bull bars that are
already fitted to be removed.
However, since 25 May 2007, it has been an offence for bull bars
that have not been approved as
compliant with those safety standards
to be sold.
Approved devices will carry an indelible ‘e’ mark


For a sva test a vehicle must not have any external parts with a radius of less than 4mm.

What that means in practice is that soft bars that don't pose a risk to people are fine but hard bars that protect the vehicle from heavier impacts are illegal. However a bull bar that is actually a winch bumper with integrated recovery points is acceptable because it is a mounting for additional equipment, not simply a protective add on. All unless it was fitted prior to 2007 when the law was changed.
